Denying Access to Wahrooms

was recently informed by an RCMP Constable who is community Safety Officer in the Municiplaity of Surrey BC that business have the right to refuse usage to to people.   Washrooms are in Private property  and owner has the right to refuse entry to anyone causing nuisances or disturbance.  This information is directly from a City of Surrey by-law officer, he goes onto mention most business place signs on the washrooms for customer use only.
It seems like common sense, but I thought it might be worth mentioning for those small business owners out there.
